Driver Education Eligibility and Registration

To be eligible for our Behind-the-Wheel class, a student must be under 19 years old and currently enrolled in a high school program, have a current instructional permit and have completed the classroom phase of driver education. A parent or legal guardian must register students.
To secure a space in class, a parent or legal guardian must come in person and bring the following items in order to receive a date/time assignment for class:
  1. A money order or a cashier's check payable to Dowell J. Howard Center
  2. The student's current learner's permit
  3. The student's certificate of completion from classroom driver instruction*
  4. The student's itemized 45-hour driving log (with 15 of those hours which occurred after sunset) from the Parent/Teen Driving Guide referencing the session numbers from the guidebook
Sessions are filled on a first-come, first-served basis.

Our Behind-the-Wheel driving sessions meet for a total of seven consecutive school days (Monday through Thursday). There are no classes held on Fridays, Saturdays or Sundays.  During those seven days, the student will train on the range for four days and on the road for three days. Instruction is given in a dual-control vehicle, which is equipped with such safety features as an instructor's side brake, restraint systems, extra rear view mirrors and a roof-top sign. Adequate insurance coverage is carried for all who use or ride in the vehicles. All instructors are State certified.

Attendance is mandatory for all seven days.

A driver education completion certificate will be issued after successfully finishing the Behind-the-Wheel driver education program. If the student has not held a learner's permit for nine months prior to completing the class, the certificate will be dated effective as of nine months after the date of issuance listed on the learner's permit. A copy of the certificate will be sent to DMV and the student will be contacted as to the date to appear in court to receive their permanent driver's license.

*Dowell J. Howard Center no longer offers the Classroom Instruction portion of Driver's Education. An online, state-approved course is available and the completion certificate issued is acceptable to enroll the student in the Behind-the-Wheel course at Dowell J. Howard Center.
